Gigabyte 970A-UD3 no post

I recently just got my RMA'd motherboard back from Gigabyte, and they tested it to make sure it works, so I hooked everything up again and it still doesn't post.

GFX: Radeon HD 6850
PSU: Kingwin ABT-750MM
CPU: AMD Phenom II X4 965 AM3 3.4Ghz 512KB 45NM 125W 4000MHZ
RAM: 8GB G.Skill DDR3 PC3-12800 1600MHz Ripjaw Series (9-9-9-24) Dual Channel kit F3-12800CL9D-8GBRL

I've been through all of the steps to try and get the motherboard to post with tech support from Gigabyte, including removing parts to try and get a beep, and resetting CMOS. I'm kind of at a loss here and don't want to consider these parts useless. I use the GFX card and PSU in my other computer but am switching them to this new set up if I can get it running. So I know the GFX card and PSU work. The CPU also works, I put it in my other computer and it recognizes it but the voltage is too high for the motherboard.

When I jump the motherboard the GFX card heatsink and PSU fan both spin and seem to be running. I am also using the speaker cable from my other computer because the case I bought didn't come with one.
