Video Card shuts down after Win 8.1 logo

Hey all!

I just assembled my new computer (some parts are well used), and after a few issues, I finally had Windows 8.1 installed. However, I noticed right away that there was something off with the graphics/display for a few reasons: 1) It would take upwards of 30 seconds to load the pop-up list when I right-click the desktop; sometimes it would just hang infinitely. 2) I couldn't change the resolution even near to what it was capable of. 3) A few times my screen just turned black and I had to reboot.

So, I updated my display drivers and rebooted my PC to see if this would fix the issue. After the blue Windows 8.1 logo faded away, the fan on my graphics card virtually shut down and my screen turned off and on and now all I see is black. My mouse cursor becomes visible when I move it around, but that's literally all I see and all I can do and I have to do a hard reset or power off.

So I reinstall windows a few times and it loads up fine. I thought it might be a motherboard issue, so I updated the chipset. After I do that, the same thing happens when I rebooted; fan turns off, black screen. Anytime I update anything, this happens.

A bit frustrated at the moment, so any help would be great :) Just looking to see which part I might need to replace!

Here is what is under the hood:

A few notes:
I have made sure the power is connected to the gfx card

Thanks all :)
