to keep or not to keep a laptop

hello,

I need some advice on weather to keep using my laptop as my primary machine or to go out and get a new laptop. the laptop that I have is a HP pavilion entertainment laptop that I bought several years ago. there are some issues with the machine that I think are minor but I am not sure. thgey are as follows
1) the machine is running vista. thought about upgrading to 7 but not sure if iy is worth it.
2) there is a blue bar running vertical on the left side of the screen it is about 1/2 inch from the side and is pretty thin. there is a green bar running vertical on the right side of the screen it is about 1/2 inch from the side and is pretty thin.
3) the battery icon in the taskbar displays that it is plugged in but not charging. I was getting the following message but now I do not get any more

The system has detected the storage capacity of the battery stated below to be very low. For optimal performance, this battery may need to be replaced.
