Dying motherboard confirmation

Hello
First let me show you the specs:

It's a HP Pavilion Media Center m8226x
Motherboard : MCP61PM-HM (Nettle2)
Processor: Athlon 64 X2 6000
3 GB DDR2 RAM
Integrated graphics using nVidia GeForce 6150SE
Integrated Realtek ALC888S Audio
TV Tuner: ASUS NTSC/ATSC FM
LAN: 10-Base-T
802.11 b/g wireless USB adapter card
Modem: 56K WinModem
500GB WD Hard Drive
500W Power supply

I've been having issues with this pc, it started lis this:
4 months ago the TV Tuner stopped working. The pc didn't recognize the tv tuner at all (it was completely invisible for the Device Manager) I didnt't really care at that moment.
3 months ago, the modem (installed on a PCI slot) also stopped working, not visible by the Device Manager either. Tried to switch slot=nothing. Use another modem card =same
Since 1 month ago, i don't have audio at all. Same issue: sound card not even visible in the Device Manager. Tried updating drivers=same

I've tried to boot windows 7 in safe mode=same
Scanned for viruses and malware= all clean
Opened the pc to see if something was broken or loose, everything was ok.

Last thing i did was take out the hard drive and put in another one and doing a fresh new install of Windows 7 and exactly the same. The same items are not being "seeing" at all by Windows. Usually when i did this in the past, everything used to be detected perfectly and fully functional.
When i try to install "manually" the audio card divers it just gives me a "code 10" (the device can't start), the same shows for modem and tv tuner.

Does this mean that my motherboard circuits are dying? I want to be sure that the MB is dying so i can buy another one.
