Hello everybody, I really hope somebody can help me here as I've spent days and dollars trying to fix my beloved PC. I'll startoff with hardware as this is a home built PC

At first this computer would start up but show no signs of life other than the tower being on, there were no lights on the keyboard, the monitor detected no signal and the mouse was dead.
SO, I replaced the motherboard after doing some diy diagnostics and finding that the power supply voltages were all good, the motherboard also came with 8gb of new ram so I figured it was also getting 2 birds with 1 stone.
Alas, replacing the MOBO and RAM did not fix the problem, power up but no post.
I brought the computer to a shop and somebody diagnosed it as the power supply, so I replaced the PSU and actually got some life out of the computer! it started up and all was well! for about 3 weeks the computer ran fine, until one day I went to start it up and the CPU fan started surging high and low, with no post or inputs/outputs. I could get the computer to turn on every once in awhile if I kept turning it off and on / reset the CMOS / left unplugged for awhile just really had to mess with it to do anything.
I RMA'd my PSU and I got the new one in yesterday, I installed it and the same problem is still there. PC lights up, CPU fan runs low, high, low, high, low, high in a surging motion then it sounds like you can hear the harddrive spin up and the cpu fan settles to a constant speed.
TL;DR version: turn PC on, CPU fan surges, "harddrive spinning" sound, cpu fan normal, no post, no inputs/outputs. still turns on and works normally every once in awhile.
any information to help me fix this computer would be a great help! sorry for the read
