New Western DIgital HDD not recognized?!?

Hello, I just bought a Western Digital Black 750gb SATAIII. I wanted to clone my Samsung 500gb SATA so I downloaded Acronis Clone WD edition.. When I installed the new HD in the bay, and the old one via USB as recommended I turned on my LAPTOP and got a BIOS message "please install an OS". I have the boot order set to USB HDD first. I would think that because windows 8 is installed on the old one that it would boot to it, but NO. I reversed the locations (new via USB and old in the bay) this time windows doesn't even "see" my new one. I opened Device Manager/show hidden devices. The new one is listed, but when I right click for properties it says "currently this hardware device is not connected" code 45?" "plug device back in to resolve issue". So I did and still getting message. It is connected properly and the universal USB to IDE or SATA cables are brand new (Cables-to-Go). The weird thing is I have an old IDE 80gb laying around so I plugged it in via USB and it was detected, and I was able to open it!! I'm sooo confused and running out of hair. I've contact Microsoft Community, WD, and HP (MOBO manufacturer) also INSYDE the BIOS manufacturer. No replies yet, so I am hoping someone here has some solutions. I tried to update the driver for the new HDD, but windows says it's up to date.
Windows 8 ver 6.2.9200, HP Pavilion g6 - 2231 w/AMD A-6 4400M APU, 8GB DDR3, INSYDE ver. F.26 BIOS.
