Motherboard USB Ports don't work

I've got 2 USB 3.0 ports on my motherboard that don't work. They're able to send power to whatever device is plugged into them, but the PC doesn't recognize anything as being plugged into them. The 2 USB 2.0 ports and 2 USB 3.0 ports below them all work fine, just the top 2 don't seem to be working.

Is this maybe a driver or a software issue? I'd like to attempt to fix it before prying my computer open or replacing my motherboard.
