Poor computer performance with good spec

Hello there, I hope it's a good place to post this, some time ago I spend a bit of money to build fairly good pc for a low cost I made it, however computer performance is really low, in fact my old machine from ages ago ran way better. I have Windows 7 Professional with latest updates, also my hardware is using latest drivers, let me tell you what's wrong first.

In games I get pretty low FPS for example;

1. League Of Legends running with the lowest settings I don't go more than 80 FPS and it's when nothing is happening on the battlefield

2. Games like Counter-Strike Global Offensive, Rust Diablo III it's the same or even worse

3. When want to stream/record using various programs (xfire, Open Broadcast, Xsplit) my game it becomes completely unplayable

4. When i set up my machine for streaming and want to use my tv as 2nd monitor FPS goes so low that game is unplayable.
