PC problems. Static noises and screen lag. Help!

So,

I've been looking around for about 2-3 months now for help for this issue. I've google searched for it an no one gives me the answers I need.

Problem:
Every time I open a computer game or even my internet browser now, I get this weird few seconds of static in my headset, then, the screen sort of pauses slightly before "loading" fully. I started to notice this about 3 months ago, and any time I google it I get mixed solutions. Also when running DxDiag now I'm getting "DxDiag has detected that there might have been a problem accessing DirectShow the last time this program was used."

Questions:
Is this a video card problem? It feels like to me it is but I want to make sure it's the video card and not the motherboard.

Specs and Information:
  • I attached the DxDiag to this post. Also, the computer is 3 years old and I never reformatted it (I know that's bad), but I don't think that reformatting it would solve what's going on.
  • 3 months ago a small shock went through my old headset into the machine after I touched my mic, it didn't act up until about a week later which may have short circuited something.
  • I did get an error a few weeks ago telling me the front USB ports were malfunctioning and the machine wouldn't start. After unplugging everything, it worked fine and the front ports are working fine again.
  • I did air dust the inside recently, still same issues.
  • Power supply is 700w and I have 2 displays.
