PC starting probems.

Ok, so my PC is not working. I believe it is a motherboard problem, as when I turn it on, the lights on my mouse and keyboard do not turn on, and my monitor (connected with a DVI cable VIA a graphics card) is not waking up. When I turn the monitor off and on it says "DVI NO SIGNAL" which I expected. Since I have a see-through case, I can also so that when I turn my PC on the power supply turns on, but the CPU heatsink doesn't show any signs of even starting to turn. However, all the components connected to the PCI-E ports on the motherboard are working. The graphic card's fans are spinning, the WiFi card is showing a green light, and the lights that illuminate my case are working (these are all connected to PCI-E ports in the motherboard). Also, when I try to turn it off or restart it(not on though) no matter how long I hold the power or reset buttons on the case it will not turn off or restart. Could it be a dust problem? I built the PC myself. This is the motherboard. AS Rock LGA1155 DDR3 SATA3 USB3.0 Quad CrossFireX and Quad SLI A GbE ATX Motherboard Z77 EXTREME4.
