HD crash, please help! Thanks!

Hello All. I've done all I can think of and now need help. I am out of ideas. I've got a dell desktop inspiron with quad core intel motherboard. My hard drive on that machine seems to have crashed and so it is inoperable. When I plug in the drive it seems to wobble and stuff so I think it is indeed a goner. I installed a new HD, but cannot get the computer up an running again past the BIOS. I have two other laptops I am using in the meantime, but one I bought off craigslist and has recently said the windows 7 is fake and is getting worse and worse. The other one I traded a friend for a banjo and it has vista which has degraded to the point where it is very close to being unusable. I bought windows 8 for the inspiron desktop before the disc crashed, and just yesterday downloaded a new valid ISO file copy on both a USB stick as well as a DVD, using the valid key when I bought the windows 8. The problem is that I cannot get the new windows 8 OS to load to the inspiron desktop from either the USB stick or the DVD. Can you all please help me get this inspiron desktop going again? I'm not so much concerned with retrieving the data from the crashed HD as getting the computer up and running again. Thanks so much in advance.
