Keyboard shell/ replacement?

For people who don't feel like reading; IS the keyboard linked in post just the outer shell or the keyboard plus the rubber piece to fix some broken keyboard problems?

So I was recently gifted a laptop assuming I was able to fix it. I'm not exactly a slouch with computers, but there are some things that still confuse me. I was able to determine the hard drive was corrupt, go out, and replace the harddrive.

The model of my laptop is Acer 5552-7819. So once I got everything up and running though, I noticed two things: One; one of the keys was missing ( the right arrow key to be specific. ), and two, the right control key doesn't work. The right arrow key doesn't work either, even when the button is depressed manually.

Anyways to cut it short; I went to amazon and looked up a replacement keyboard and one is on sale. This one specifically:

Will buying that fix the keys that don't work, or is that sort of just the "outer shell" of the keyboard? Because even when the little plastic nub is depressed on the keyboard where the right arrow and control key is, they don't work--so I'm assuming it's the rubber piece underneath.
