Epson 545 scanner will not install properly

I have a refurbished Epson 545 all-in-one. I installed the printer without complications from the CD, period. An Epson tech finally got the fax to working. The scanner is NOT working despite perhaps 2 dozen unintall and scan driver down-loads with and without an Epson tech over the past month now. The Device Manager message is "Code 28 driver not installed." Clicking the scan icon gives the message 'The required line not found in INF'. Epson states it is a Vista problem and opted out. Paying Vista another $100 to activate the scanner makes it prohibitive.
The last Epson tech said it should be installed under Images as Epson Work Force 545 scanner and not under other devices as Epson Scan.
When I try to install it with the Windows scanner program, I find information for a Xerox Scanner which is inoperable since I have never had a Xerox machine. I have uninstalled it but it keeps coming back. It isn't listed in programs.I am also unsuccessful trying to install the downloaded driver from this program.
Your help will be much appreciated.
PS - I just found an INF file - oem17.inf in the Problem Reports & Solutions, but it doesn't look like Epson coding.
