Asus P8Z77-v LX | Rear USB problem.

I have just recently built my first PC. All works, but I have some issues.

Specs:
Intel Pentium G2130 3.2Ghz
4GB Corsair Vengeance RAM DDR3
Sapphire AMD Radeon HD 7790 1GB GDDR5 OC Dual-X
500GB WD Caviar Blue
Asus P8Z77-V LX ATX Motherboard
NZXT Phantom 410 Black

I had troubles putting the IO shield into the case, it felt cheap and easy to cut your self on. I could just not get one corner in. The corner I could not get in has two USB 2.0 ports. The motherboard went in okay but the IO shield had a lot of things that stick out and they were sticking into the ports so I sept 10 minutes trying the get the motherboard into the IO shield properly with out the sticking out thing sticking into the ports. The system fired up fine, I installed all of the correct drivers (my OS is Windows 7 Home Premium 64bit). The two USB ports on the side of the IO shield I could not work. When ever I plug a USB into the port the system switches off. Then after 5 seconds it reboots and tells me that ASUS Anti-Surge has just protected the system. I knew this was a problem so I took the motherboard out and I smacked the IO shield with the back of a screwdriver and it finally snapped in. Then I spent another 10 minutes trying to fit the motherboard in properly. After I put it back together the system booted up fine but I had to put the time and date into the BIOS again? Then I tried a USB again. ASUS Anti surge kicked in again. It does it every time, all other rear USB ports work? I dont see even if the IO shield was slightly out of place it would have broken the motherboard? Can anyone help me? Is it a factory problem with the Motherboard?
