Cannot boot from CD/DVD with windows 7 Gateway laptop

Okay now lets see what you people really know. I have a Gateway laptop. I am formatting the hard drive and doing a clean install of windows 7. Please read this whole post so you do not reply with things that I have already tried. I tried using F12 and I have picked all 3 choices which are HDD, CD, and Networking. None of them boot to CD. They all just make the PC start normally. I have changed the boot order to every different combination I could think of with CD on top and HDD on bottom and everywhere in between. I purchased my Windows 7 Home Premium disk off of ebay. I thought it could be bad but it boots right up in my dell. I then thought the CD drive was bad in the Gateway so I installed Windows 7 while using the operating system and at this point I would have been set to go but I cannot format the C drive therefor it only told me that my CD drive should be good. I then tried another disk when trying to boot (Windows Vista 32bit) and it did not work any better. I called Microsoft 2 times and they went through a few things but said contact Gateway and to contact gateway I have to be a millionaire because they are ridiculous when it comes to prices. The computer is a Gateway NV57H58u with Windows 7 Home Premium 64 bit. I also tried using an SD card through the USB boot options and nothing happened. I tried using F10 to choose boot options and it does not give any options. I installed 2 different versions of BIOS thinking mine was defective and absolutely nothing helped.
