motherboard problem?

I had an issue in the past with a USB mouse preventing the BIOS from starting properly and freezing prior to starting the boot process. I was able to resolve it previously by unplugging the mouse, changing BIOS settings and restarting. I eventually replaced it with a wireless keyboard/mouse with a USB/PS2 dongle and reset the BIOS settings with no further issues.

Today, however, I unexpectedly received a message in the Windows 7 system tray that a USB device was not installed properly. I had not plugged in any new hardware, so I thought a restart might resolve it. Upon restart, the BIOS splash screen, prompting you to press "DEL" for SETUP or "F11" for BOOT OPTIONS, appears, but does not proceed to the boot screen, and it does not respond to any keyboard commands.

I unplugged all USB devices (which was only the wireless mouse/keyboard dongle) and replaced the keyboard with a stand alone PS2 connected keyboard.

The computer will still not reach the BIOS boot screen, and does not respond to the keyboard. As a result of not getting to the boot portion of startup, it does not boot to any device.

Is it possible that the motherboard is malfunctioning and incorrectly reporting that a USB device has been connected and is causing the same problem that I previously saw with the USB mouse?

This motherboard is probably about 8 years old. Just trying to decide if the best first course to correct this is going to be to replace the motherboard.
