PC keeps disabling my mouse and keyboard

not sure if pc keeps disabling the mouse and keyboard or what is or was.
Here's the situation:
I was changing pc's from xp to win 8, used pc mover program to transfer files etc. got that mostly done, then switched positions of pcs, meaning set up the win 8 where the xp was on my desk. Explored the win 8, then set xp up next to win 8 fired up the xp and this is when i got this problem.

xp started normal, found hardware wizard window would remain open along with some other programs like my internet security program. mouse ps2 microsoft and keyboard would light up indicating all was ok. HOWEVER, the mouse pointer would not move, like it's stuck and not work and the minute i hit any key on the keyboard the keyboard would no longer work.

I tried other mouse and different keyboard. same thing. was not able to shut down normally. Tried the f2 or whichever one for the bios setup to start in safe mode... There was no safe mode.
Okay. so gave up on trying to figure out myself. Took it local computer store. they said something about a 'cap' was bad... asked a few times I still don't understand what they were telling me. so anyways they fixed the computer. ??? They also stated that i had a virus in the pc???

They claimed that what they had to do was wipe out the system and reinstall windows.
here's my question:
so when you wipe out and reinstall windows,
how do you go from a 149. GB total space to 74.5 GB total space?

for me it would appear that the hard drive was REPLACED with a smaller hard drive capacity. am I wrong??
