Dell xps M1530 won't save date & time on cold boot

I had to replace the motherboard on this laptop and it all worked fine with Windows 7 home prem. The only issue was not saving the date and time on cold boot. When I put it in sleep it does fine on wakeup. I tore it down again since the cmos battery is very inaccessable. The battery checked fine(3.2v) The only error I get on boot is: "RTC is fixed- time and date may be wrong"
What am I missing? Thanks
