Help! Nothing is happening!

Looking for a budget build I went with the following parts:

-ASUS M5A78L-M LX PLUS AM3+ AMD 760G + SB710 Micro ATX AMD Motherboard
-MSI R7770-PMD1GD5 Radeon HD 7770
-EVGA 500 B 80 PLUS BRONZE Certified 500W
-AMD FX-4300 Vishera 3.8GHz (4.0GHz) Socket AM3+
-HyperX Blu 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600
-500GB Hybrid Drive

After getting the parts and putting it together the PC would boot and immediately shut off.

The next day I took the parts out of the case and and rebuild everything outside the case and after putting in the cpu, gpu, and 1 stick of ram it would boot up but there was no display from the gpu or the mobo outputs and the gpu fan kept spinning to max and then dying down and repeated this until the psu was switched off, which is the only way to power it down as pressing the power pins to turn it on did not work to turn it off.

Before giving up I put the parts back in the case hoping that it might work but to my dismay it went back to not booting at all and now nothing seems to have power, even after taking it out like i did previously. The Motherboard has a green light lit up but when shorting the power pins with a screw driver nothing turns on at all. The PSU will turn on with the paper clip test and even using old gpu's and ram that worked in previous builds nothing happens when I try turning it on

I have built two computers before this(with better parts) and I have not had any problems like this. Any ideas?
