Computer does not recognize external hard drive

I have a new 2TB WD Elements external hard drive. The computer does not recognize the drive. It does not show up in "My Computer."

It did show up in Device Manager. When I tried to format the drive, a message shows an "I/O input error." I unplugged it and restarted the computer.

However, now the drive doesn't even show up in device manager either. Does anyone know how to fix this problem?
