Replacing PSU in Dell XPS420

This appeared pretty straight forward but having a couple issues.

First off, I had to remove the stock heatsink and fan shield in order to remove the stock cables. Not sure why I didnt think of it, but I assume I need to go out and buy some thermal paste and clean/re apply now?

So I removed the old and installed the new PSU. I have a XPS420 and used an Antec EA-380D. After some careful work and routing cables, I basically had no issues plugging everything back in. I had the motherboard 24 pin connector, 4 pin CPU connector, pci-e connector and 4 SATA. I believe that is all.

I closed it up and tried to start it up, but I only get the Mini-view screen to flash white and the power button blinks yellow. eventually the only light left is a small blue symbol up by the mini-view window. (not a diagnostic light). The Dell manual says a blinking power button means it is getting power but there may be an internal power issue and to check all the connections. I have done that a few times...I find no issues.

What am I missing here? any troubleshooting hints? Would this power supply have an issue with the Dell power button setup? (new power supply of course has an on/off switch on it while the Dell did not, purely using the front button. Cycling this only repeats the start up I describe above).

any help appreciated.
