Cheapest time/place to buy Laptop memory?

I am in need of upgrading from 8GB to 16GB laptop memory as I am almost maxing out. According to pcpartpicker.com, the prices seem to have increased from 2012... anyone know why? http://pcpartpicker.com/trends/memory/
