Slow USB 3.0 & 2.0 transfer speed on Windows 8

Hey guys,

I've a HP Pavilion 14-n061TX Windows 8 notebook with a i5-4200U, 4GB of RAM and 5400RPM hard drive, but my USB 3.0 transfer speed is 'round 15Mb/s. Enormously slow! I heard people say'in 'bout stuffs like it USB 3 transfer 'round 5GB/s which yet USB 2 transfer'round 480Mb/s. But mines running 'bout 300-400 times slower compared to the USB 2 what's more 'bout USB 3!

Hence, I'm here to seek for you precious opinion.
