BUGCODE USB ERROR B.S.O.D Error with Mouse

I've been having a problem with plugging in a USB Wireless Mouse. I had put one into the 1 of my three USB ports. 2 on the left, one on the right. All other USB ports now are not recognizing this piece of hardware and crash upon them being put in after 30 seconds or so. Anything other than these two mouses works perfectly. The USB ports do not recognize either of my mouse wireless receivers and will cause the laptop to crash upon being put inside any of the ports. Things such as my Laptop Cooling Pad and the jacks/USB for my Turtle Beach X12 headset which I'm using both of these right now without them crashing my laptop. I have also tried deleting the USB Root Hub items in the Device Manager via Control Panel, however on attempt of deleting two certain ones (probably related to my mouses hardware), I get stuck on the 'Uninstalling' screen after right clicking USB Root Hub and 'Uninstall'. After 30 seconds it crashes to a BSOD containing the information posted below in my Minidump file. If anyone has enough time to read AND find a proper solution, it'd mean my entire life because this computer, I can't afford to lose it or anything else inside of it. It has very valuable information on it and if I lose it, I'm done for. So if anyone could help, I'd really appreciate it. Additional problem provided below:

The problem:
A short in the USB port due to not being supplied enough power.
Also might explain the problem of disconnecting wifi currently while gaming due to the motherboard not being supplied enough power. Can relate to the USB port problem.

I think: Corrupted USB port that crashes upon my Wireless Mouse Receiver USB being put into it. If it was a shorting problem, chances are it'd short out all of the other USB ports like how it happens to everyone else.
