Desktop sometimes will not shut down

About 2 months ago, I encountered something I've never had in any desktop I've owned: Computer will not shut completely down which you click Start, Turn Off Computer, and click EITHER Turn Off or hold down the Shift key and click Hibernate. The reason I underlined "completely" is because it goes thru the motions (Windows is shutting down, monitor goes black, hard drive stops), but a fan stays on and sounds like it's running at top speed. Only way to stop it is to power it back up with the power button, and shut it down again. Hibernate shows the progress bar advancing to the end, but that's as far as it goes; computer does not hibernate (or maybe it does, but that fan remains running).

About the same time this started, I noticed that graphics have become much slower than they used to be. E.g., a Groupon e-mail comes in and it's sometimes 10 sec. before I see the graphics. A simple game like Freecell used to close instantly when I hit the X, but now delays closing for 2-3 sec.

I've read threads here about similar problems, and most of the "solutions" involve disabling all or most of the startup items. But I've had the same (few) startup items for years, so doubt that's the source of the problem. Nor is it likely to be malware; Avast, Malwarebytes and SuperAntiSpyware find nothing. Is my 5-year-old mobo about to buy the farm?
