New computer GPU

Hey all,
So today I received my new computer, everything seems to work perfectly, that is until I plug my graphics card into the motherboard.

The card was already pre-installed onto my computer, but when I booted my computer up the screen would appear teared apart.. kinda fuzzy looking, and when windows will finish loading up a light blue screen (NOT BSOD) would appear allowing me to do nothing.

I have updated all of my Windows 7 Drivers, installed all the updates, updated my GPU driver and also tried to use older drivers. But still nothing works, the GPU just seems to be faulty?

Before installing the new GPU drivers I was certain I got rid of all the old GPU drivers, so they are not conflicting.

Safe mode while my GPU is plugged in works, it is when I have any driver for my card installed it will cause my computer to just go to the light blue screen after load up. I also have no problem on my computer using the Intel i3 on board graphics. It's just when that card is plugged in and trying to run with its software.

Windows 7 64bit
GPU = HIS HD Radeon 7850 Ice Q X 2GB
PSU = 600W
CPU = Intel i3
RAM = 8MB
HD = 500GB
Motherboard = Foxconn H67M
